					<description><![CDATA[how about addressing issues like public transport? it&#039;s much easier not to drive drunk when you can take the subway or hail a cab cheaply. much harder -particularly in a society where social gatherings + drinking go hand in hand- in rural environments w/out these services. Morally you can argue it doesn&#039;t matter, it&#039;s still wrong, but practically I think it makes a huge difference.

I&#039;ve lived in city&#039;s all my life and I don&#039;t drive drunk - but I&#039;ve seen how the rules change when the only transport option is to drive.]]></description>
